These rules govern the conduct of the raffle. These rules are binding on everyone who purchases a raffle ticket and who is named in a raffle ticket.

Grand Prize Drawing
For you to be eligible for the grand prize drawing, your ticket order with payment must be received by 11:59 p.m. on Friday, October 23, 2009, except this date may be extended at the Neighborhood House of North Richmond's discretion with or without notice. Drawings for the Grand Prize and possible other prizes will occur at approximately noon on Monday, October 26, 2009, at the Neighborhood House of North Richmond, except this date may be extended at the discretion of Neighborhood House of North Richmond with or without prior notice. Further, if raffle tickets sell out before October 26, 2009, the grand prize drawing and any remaining Early-Bird or Bonus Drawings will be conducted earlier than October 26, 2009, or shortly after all tickets are sold at the discretion of Neighborhood House of North Richmond with or without prior notice.
Ticket buyers may attend the prize drawings but do not need to be present to win. Winners of all raffle drawings, including the grand prize drawing, will be posted on this website within two days of every drawing. (Click here for list of winners.)
Raffle Tickets
The undiscounted full price for each raffle ticket is $175. No more than 110,000 raffle tickets will be sold. Raffle tickets must be paid for by the respective deadline dates stated above, except as may otherwise be allowed by the Neighborhood House of North Richmond at its discretion with or without prior notice.
A raffle ticket can be purchased in the name of one, two, or three individuals. If more than three names appear on a raffle ticket entry form, then the first three names listed on the form (as determined at the discretion of Neighborhood House of North Richmond) will be deemed the holders of that raffle ticket. The ticket receipt(s) will be mailed to the first person listed on the entry order. Any prize and related tax liability will belong 100% to one person named on a ticket; 50% to each of the two persons named on a ticket; and 33-1/3% to each of the three persons named on a ticket. Any raffle ticket entry forms that are deemed by Neighborhood House of North Richmond's discretion to be defective or illegible will not be honored. A person named on a raffle ticket can not sell, give away or otherwise transfer that person's interest in the raffle ticket. The Neighborhood House of North Richmond assumes no responsibility for lost, misdirected, late or non-delivered mail or other failures of delivery to timely purchased raffle tickets.
According to the Internal Revenue Service, the price of a raffle ticket is not a tax-deductible charitable contribution.
How to Purchase
Raffle tickets may be purchased only from the Neighborhood House of North Richmond by:

To purchase a raffle ticket, use the raffle ticket order form provided to fax or order by phone. Phoned, faxed or mailed raffle ticket orders accompanied by valid credit card (Visa, MasterCard, Discover or American Express) numbers, expiration dates and card holder signature or check/money order payable to "Neighborhood House of North Richmond" will be processed in the approximate order in which they are received and verified. Tickets may not be purchased via voicemail. Pursuant to applicable law, payment may not be made over the Internet using credit cards, debit cards, check cards, "PayPal" or similar methods.
Do not mail cash. ALL SALES ARE FINAL. NO PAYMENTS WILL BE REFUNDED, including without limitation payments received from ineligible parties, except at the Neighborhood House
of North Richmond's discretion.
Eligibility
Raffle ticket purchasers and each person named on a raffle ticket must be at least 18 years old at the time of purchase. Raffle tickets may not be purchased in the name of businesses, trusts, corporations, or other entities, or wherever prohibited by law. Raffle tickets may not be purchased in the name of Neighborhood House of North Richmond employees or their spouses and children living in the same household. Raffle tickets may not be purchased in the name of employees of Neighborhood House of North Richmond's agents, consultants, attorney, independent accountant firm or in the name of volunteers who work on the raffle at the Neighborhood House of North Richmond or in the name of the Neighborhood House of North Richmond's Chairman of the Board.
Prize winners must submit a signed affidavit of eligibility, photo identification, taxpayer identification number and possibly other identifying information, or they will be deemed ineligible to claim the prize. The raffle is void where prohibited by law.
Selection of Winners
Winning raffle tickets will be drawn at random by the Neighborhood House of North Richmond. Odds of winning a prize depend on the number of raffle tickets sold. Neighborhood House of North Richmond will sell no more than 110,000 tickets. If 110,000 raffle tickets are sold, then the odds of any one raffle ticket winning the grand prize will be one in 110,000. The odds will improve if less than 110,000 raffle tickets are sold or if any one person purchases more than one ticket or has more than one ticket entered into the raffle because of referring one or more persons to buy a raffle ticket.
After the drawings for all the early-bird prizes, all tickets including the winning tickets of early-bird prizes will be re-entered in the drawing for the grand prize.
DISCOUNTS
Raffle tickets are priced at $175 each. But Neighborhood House of North Richmond reserves the right to offer discounts with an announcement at any time on this website or in an email: www.DreamBigRaffle.com.
Early-Bird Discounts
As of October 19, 2009, the following early-bird discounts will be in effect until October 23, 2009:
(1) You can purchase three tickets for only $175. NHNR will donate $25 from that $175 purchase to any one of the California social service agencies listed on the Dream Big Raffle 2009 Entry Form, or see "List of Social Service Agencies" below. You can decide which organization receives the $25 donation; let us know your choice at the time of purchase.
(2) You can purchase six tickets for only $350. NHNR will donate $50 from that $350 purchase to any one of the California social service agencies listed on the Dream Big Raffle 2009 Entry Form, or see "List of Social Service Agencies" below. You can decide which organization receives the $50 donation; let us know your choice at the time of purchase.
(3) You can also purchase nine tickets for only $475. NHNR will donate $50 from that $475 purchase to any one of the California social service agencies listed on the Dream Big Raffle 2009 Entry Form, or see "List of Social Service Agencies" below. Again, you can decide which organization receives the $50 donation by letting us know your choice at the time of purchase.
NHNR will make the donation to the social services agency that you choose within 30 days after the grand prize drawing. The grand prize drawing takes place on Monday, October 26, 2009.

Free Ticket Opportunities: Friends-and-Family Sale
You will receive two free tickets for every person you refer who buys a raffle ticket and lists your name as the person who made the referral--but you must have already purchased a ticket for yourself. If you refer one person who buys a ticket and lists your name as the person who made the referral, you will receive two free tickets--if you have already purchased a ticket for yourself. If the person you refer purchases two tickets and lists you as the referral, you will receive four free tickets. If five people who you refer purchase a ticket each--or a total of five tickets and lists you as the referral--you will receive ten free tickets. The more people you refer and the more tickets they purchase while listing you as a referral, the more free tickets you will receive and the more your odds will improve for winning the grand prize. Don't forget, you must have already purchased a ticket for the free-ticket opportunity to apply.
Other Rules
A minimum of 49,500 raffle tickets must be sold by the deadline or extended deadline specified in these Rules in order for the grand prize winner to have the choice of the home or the $2 million cash prize. If fewer than 49,500 raffle tickets are sold by the deadline or extended deadline specified in these Rules, then the raffle will be held and all other prizes will be awarded but the grand prize will not be the home or the $2 million cash prize. Instead, the grand prize winner will be awarded a cash prize computed as 50% of net raffle proceeds. For the purpose of these rules, net proceeds are defined as the balance of ticket sales revenue remaining after payment of all other prizes (whether or not claimed or awarded) and all raffle-related expenses. The net proceeds will then be divided equally between Neighborhood House of North Richmond and the grand prize winner based on Neighborhood House of North Richmond's accounting, which shall be final and conclusive with respect to the grand prize winner. The 49,500 minimum ticket figure may be lowered by the Neighborhood House of North Richmond in its sole discretion.
In order for the grand prize winner to receive the home (subject to the prior paragraph), the winner must elect to receive the home, instead of the $2 million alternative cash prize, by delivering written notice of that election to the Neighborhood House of North Richmond by 3:00 p.m. on the date that is sixteen days after the drawing date. To be effective, this notice must be signed by everyone named on the winning ticket. If the Neighborhood House of North Richmond does not receive an effective notice by this deadline, then the grand prize winner will be automatically and irrevocably deemed to have elected not to receive the home and to have elected to receive the $2 million alternate cash grand prize. If the grand prize winner properly elects to receive the home pursuant to these Rules, and if after making that election the winner is unable to deliver to the Neighborhood House of North Richmond the required withholding amounts prior to the delivery of the home or such other items as are necessary to complete the transfer of the home, as determined at the discretion of the Neighborhood House of North Richmond, then the Neighborhood House of North Richmond may award the $2 million alternate cash grand prize instead of the grand prize home. If the grand prize winner receives the home, then the home will be transferred to the grand prize winner through an escrow in its as-is, where-is condition and the Neighborhood House of North Richmond will be released from any liability relating to the home. If there is a tenant in the home, then the Grand Prize winner shall allow a reasonable time for the tenant's lease to be terminated and the tenant to vacate the home or accept the home subject to the tenant's lease. The Neighborhood House of North Richmond and the seller of the home do not provide any guarantee, agreement, representation or warranty, express or implied, in connection with the home. The Neighborhood House of North Richmond and the seller of the home do not make any guarantee, agreement, representation, or warranty as to the value of the home or that the recipient of the home will be able to sell it for any certain price or within any certain time period. The Neighborhood House of North Richmond and the seller of the home have no liability or responsibility regarding the condition of the home or its location. If the Grand Prize winner receives the home, then the winner shall be solely responsible for paying and reporting, as and when required by law, all income taxes, property taxes, and any other taxes and expenses attributable to the receipt and/or ownership of the home, including without limitation any required withholding amounts. The grand prize winner acknowledges that government authorities may place a different value on the home than the Neighborhood House of North Richmond placed on the home in determining any income, property, transfer, or other taxes or fees that may be attributable to the grand prize. If the grand prize winner properly elects to receive the home, then the winner shall sign and deliver an agreement of purchase and sale and related escrow instructions within 7 calendar days after these documents are provided to the grand prize winner and shall reasonably cooperate in the escrow process and promptly sign and deliver such documents as are customary for acquiring residential real estate. The grand prize winner will be solely responsible for paying when due all escrow and title insurance charges, homeowner's association dues and assessments, transfer taxes and all other charges imposed on the winner by the agreement of sale and/or related escrow instructions. The escrow period shall be 45 days or less.
All prize winners are solely responsible for paying and reporting, as and when required by law, all income taxes and any other taxes and expenses attributable to the prize, whether or not the Neighborhood House of North Richmond makes any withholding for taxes from that amount, and each winner authorizes the Neighborhood House of North Richmond to withhold from any prize any and all amounts required to be withheld by applicable law and shall indemnify, defend, protect and hold harmless the Neighborhood House of North Richmond against all claims relating to such taxes and expenses.
Neighborhood House of North Richmond will make reasonable efforts to contact the persons named on a winning raffle ticket, using only the information on the winning raffle ticket entry form. If despite those efforts the persons named on a winning raffle ticket cannot be located within 30 calendar days after the drawing, or if any such person is ineligible under these Rules or applicable law, then that person will not be awarded the prize, no other raffle ticket will be substituted for that raffle ticket and the prize will be retained by Neighborhood House of North Richmond. Any prize that is not claimed within sixty days after the drawing for that prize will not be awarded.
Neighborhood House of North Richmond reserves the right to reject any raffle ticket entry form that is submitted with payment that does not constitute "good funds" as determined at the discretion of Neighborhood House of North Richmond. Neighborhood House of North Richmond has no responsibility for notifying anyone who attempts to purchase a raffle ticket without good funds. Each person named on a winning raffle ticket agrees that his or her name, likeness, voice and city of residence may be used without notice or payment of compensation in any print, audio or visual media for any promotional or other purposes, including without limitation any purposes related to this or any other raffle involving the Neighborhood House of North Richmond. Each person named on a winning raffle ticket agrees, as a condition to being eligible to receive any prize, to sign and deliver to the Neighborhood House of North Richmond: (a) a sworn affidavit of eligibility in accordance with these Rules and applicable law, including without limitation that he or she was at least 18 years old at the time of purchase; (b) such written information as is required by any applicable tax and/or real estate laws, including without limitation his or her Social Security Number; (c) proof of identity in forms satisfactory to the Neighborhood House of North Richmond showing that the person claiming the prize is the same person who is named on the winning raffle ticket; and (d) a publicity release permitting the above uses by the Neighborhood House of North Richmond.
Each person who purchases a raffle ticket and/or whose name appears on a raffle ticket: (a) agrees that the Neighborhood House of North Richmond, its directors, officers, employees, agents, representatives and the seller of the home are not responsible for any injuries, losses or damages of any kind arising in connection with, or as a result of, this raffle and/or that person's failure to win or redeem any prize, or that person's award of, acceptance of, or use of, any prize; and (b) releases and agrees to indemnify, defend, protect, and hold harmless the Neighborhood House of North Richmond and the seller of the home and each of its respective officers, directors, shareholders, employees, agents, contractors, insurers, attorneys and affiliated entities from and against all losses, damages, rights, claims and actions of any kind arising in connection with, or as a result of, this raffle and/or that person's failure to win or redeem any prize, or that person's award of, acceptance of, or use of, any prize; and (c) represents and warrants to the Neighborhood House of North Richmond that he/she has read and understands these Rules and agrees to be bound by these Rules and the Neighborhood House of North Richmond's decisions, which will be final.
The net proceeds of this raffle will be used to support the Neighborhood House of North Richmond, which is a California non-profit charitable organization.
